The European Commission has issued the first CERV Programme calls for proposals to receive funding for dedicated projects in strengthening and promoting EU rights and values.
CERV programme is the brand new EU programme for the Citizens, Equality, Rights and Values to replace former Europe for Citizens Programme. EACEA managed Europe for Citizens, and the same applies to the brand new CERV programme.
An Introduction to CERV Programme
CERV programme is the embodiment of the EU’s priority to promote and protect the fundamental rights, the rule of law and democracy of the European structure. For the multiannual financial framework 2021-2027, the CERV programme will dedicate 1.55 billion euros to implement European projects on the above topics of interest.
The first CERV programme calls that have been published or will come out shortly will support the four-set pillars of CERV.

Title: Call for proposals to protect and promote the rights of the child
Programme: CERV-2021-CHILD
Budget: € 2,160,000
Description: The objective of the call is to establish, improve and provide an adequate framework for new and existing mechanisms of child participation at a local level. In the establishment, improvement and provision of that framework, gender-balanced and age-diversified representation of children should be ensured.

Title: European Remembrance
Programme: CERV-2021-CITIZENS-REM
Budget: € 4,515,000
Description: The objective of this call for proposals is to support projects aimed at commemorating defining events in modern European history, including the causes and consequences of authoritarian and totalitarian regimes, and at raising awareness among European citizens of their common history, culture, cultural heritage and values, thereby enhancing their understanding of the Union, its origins, purpose, diversity and achievements and of the importance of mutual understanding and tolerance Themes and priorities (scope) The EU policy initiatives supported under this call are:
- EU Strategy on combating antisemitism,
- EU anti-racism action plan 2020-2025,
- EU Roma strategic framework on equality, inclusion and participation.

Title: Call for proposals to prevent and combat gender-based violence and violence against children
Programme: CERV-2021-DAPHNE
Budget: € 17,700,000
Description: To fight violence, including gender-based violence:
- preventing and combating at all levels all forms of gender-based violence against women and girls and domestic violence, also by promoting the standards set out in the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention);
- preventing and combating all forms of violence against children, young people, as well as violence against other groups at risk, such as LGBTIQ people and people with disabilities;
- supporting and protecting all direct and indirect victims of such violence, such as domestic violence exerted within the family or violence in intimate relationships, including children orphaned by domestic crimes, and supporting and ensuring the same level of protection throughout the Union for victims of gender-based violence.

Title: Call for proposals to promote equality and to fight against racism, xenophobia and discrimination
Programme: CERV-2021-EQUAL
Budget: € 9,900,000
Description: The objective is to support a comprehensive and intersectional approach and specific actions to prevent and fight against intolerance, racism, xenophobia, and discrimination, in particular on the grounds of racial or ethnic origin, colour, religion, sexual orientation, gender identity, including when this manifests in the form of antigypsism, antisemitism, anti-Muslim hatred, Afrophobia and LGBTIQ phobia, offline and online. In this context, the call for proposals can cover actions addressing the impact of the COVID-19 pandemic affecting these groups in terms of intolerance, racism, xenophobia, discrimination and hate.

Description: The report on the first two years of application of Regulation (EU) 2016/679 (General Data Protection Regulation - GDPR) issued on 24 June 2020 highlights that the GDPR is an important component of an area of justice and fundamental rights based on mutual trust and of the human-centric approach to technology in the twin green and the digital transitions.
Building on experience gained from the calls for proposals launched in the Framework of the 2014-2020 REC Programme (2017, 2019 and 2020) and in view of implementing the conclusions of the above-mentioned report on the GDPR, actions under this call should aim to further support activities carried out by national data protection authorities.
Priorities:
- to facilitate the implementation of GDPR obligations by small and medium sized enterprises.
- to raise awareness about the GDPR among the general public.

Title: Operating grants to framework partners active in the area of Union values
Programme: CERV-2021-OG-SGA
Budget: € 20,900,000
Description: Protecting, promoting and raising awareness on rights by providing financial support to civil society organisations active at local, regional, national and transnational level in promoting and cultivating these rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to building a more democratic Union, democratic dialogue, transparency and good governance.

Title: Town-Twinning
Programme: CERV-2021-CITIZENS-TOWN-TT
Budget: € 2,745,135
Description: It is expected that Town-Twinning projects reflect on a new narrative for Europe, citizen-oriented, equality promoting, forward-looking and constructive that would be more engaging for the younger generation in particular. Projects may be based on the outcome of citizens’ consultations and may lead to debates about concrete ways to create a more democratic Union, to enable citizens to re-engage with the EU and to develop a stronger sense of ownership of the European project.
Themes and priorities
- Raising awareness on the richness of the cultural and linguistic environment in Europe
- Raising awareness of the importance of reinforcing the European integration process based on solidarity
- Fostering a sense of belonging to Europe by promoting the debate on the future of Europe
- Reflecting on the impact of the COVID-19 pandemic on the local communities

Title: Network of Towns
Programme: CERV-2021-CITIZENS-TOWN-NT
Budget: € 4,200,000
Description: It is expected that Networks of Towns projects reflect on a new narrative for Europe, citizen-oriented, equality promoting, forward-looking and constructive that would be more engaging for the younger generation in particular. Projects may be based on the outcome of citizens’ consultations and may lead to debates about concrete ways to create a more democratic Union, to enable citizens to re-engage with the EU and to develop a stronger sense of ownership of the European project.
Networks of Towns should provide towns and municipalities the possibility to deepen and intensify their cooperation and debate in a long-term perspective, to develop sustainable networks and to outline their long-term vision for the future of European integration.
While maintaining a bottom-up approach, specific focus could be given to:
- EU citizenship rights
- Combatting discrimination and racism
- Inclusion of minorities
- EU Charter on Fundamental Rights
- Reflecting on the impact of the COVID-19 pandemic on the local communities

Description: Protecting, promoting and raising awareness on rights by providing financial support to civil society organisations active at local, regional, national and transnational level in promoting and cultivating these rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to building a more democratic Union, democratic dialogue, transparency and good governance. EU policy initiatives supported: European democracy action plan, EU Citizenship Report 2020, Rule of law report, Strategy to strengthen the application of the Charter of Fundamental Rights in the EU, Gender Equality Strategy 2020-2025, EU anti-racism action plan, EU Roma strategic framework on equality, inclusion and participation, LGBTIQ Equality Strategy, EU Strategy on the rights of the child, upcoming EU Strategy on combating antisemitism.
