European partnerships in Horizon Europe are an essential tool to deal with Europe’s most pressing challenges effectively. Dealing with challenges, it is always best to have “allies” by your side that will contribute with their expertise and knowledge to combat them effectively.
European partnerships and closer collaboration between member states are the cornerstone of the European Union for 70 years. Those same EU characteristics have remained unchanged, despite the several transformative periods to reach its current political and economic state.
As COVID-19 exposed the weaknesses of the EU, at the same time, it also created the perfect opportunity to come together as a whole to deal with the most pressing European challenges of the time. For this reason, partnerships in the Horizon Europe programme will play a key role in achieving the EU’s political priorities.
What is Horizon Europe?
With the identification of Horizon Europe Missions to achieve the Sustainable Development Goals (SDGs) in a specific timeframe and six clusters for collaborations, Horizon Europe is an ambitious European plan to drive growth and change in Europe.
Horizon Europe work programme 2021-2027 is the most extensive EU funding programme for research and innovation so far. Its main objectives are finding solutions to global challenges and driving innovation in the EU to accelerate the green and digital transition, strengthen resilience and crisis preparedness, and support Europe’s global competitiveness.
The dedicated Horizon Europe budget stands at an impressive €95.5 billion that constitutes a 30% increase from its predecessor, Horizon 2020. For the years 2021-2023, the Next Generation EU financially supports further Horizon Europe with €4.5 billion towards innovations to help the EU recover from the effects of the pandemic.
As the programme focuses on research and innovation, partnerships in Horizon Europe will play an important role as there is more than ever a need for a concerted collaboration between all the innovative stakeholders.
What are the Types of Partnerships in Horizon Europe?
This time in Horizon Europe, the European Commission (EC) decided to make things simpler. Before, more than 100 partnerships organized in many different ways, something that made things more complex.
Now, observing the existing partnerships in Horizon Europe, one can find 49 organized in three distinct groups:
- Co-Programmed: Based on Memoranda of Understanding (MOUS) that are implemented independently by the partners and Horizon Europe;
- Co-Funded: This is based on a joint programme both agreed and implemented by partners with their mutual commitment to financial and in-kind contributions.
- Institutionalized: Based on the long-term dimension and need for high integration; Partnerships of that kind are based on Art 185/187 of TFEU and the EIT legal acts for 2021-2027.
