Programme: Citizenship, Equality, Rights and Values Programme (CERV)

Budget: € 17,471,295

Description: The objective of this Call for proposals it to promote citizens' and representative associations’ participation in and contribution to the democratic and civic life of the Union by making known and publicly exchanging their views in all areas on Union action.

It aims to support projects promoted by transnational partnerships and networks directly involving citizens. These projects will gather a diverse range of people from different backgrounds in activities directly linked to EU policies, giving them an opportunity to actively participate in the EU policymaking process in areas related to the programme's objectives.

This Call for proposals aims to support the following policy initiatives: European democracy action plan, EU Citizenship report 2020, Strategy to strengthen the application of the Charter of Fundamental Rights in the EU.

2. Education for democracy

Programme: Horizon Europe Framework Programme (HORIZON)

Budget: € 3,000,000

Description: Education, from early childhood to lifelong learning, plays an important role in bolstering democratic citizenship and strengthening the resilience of democratic societies. It can play an essential role in the promotion of core values like human rights and the rule of law, as well as in the prevention of human rights violations. It can also help promote gender equality, disability inclusiveness, a culture of peace and non-violence, environmental awareness, appreciation of linguistic, ethnic, cultural, and religious diversity. Education can contribute to tackling radicalization and successfully integrating migrants and refugees.

Research shows that voters with more extreme attitudes are overrepresented among citizens with low formal education and a below-average household income. Populist discourses and extremist groups find more support among citizens who benefit less from cultural modernization, economic liberalization and internationalization.

Involvement of citizens and young people, including through NGOs, social partners and grassroots organizations, and cooperation with cultural and creative sectors are strongly encouraged to ensure the achievement of expected outcomes.

3. Evolution of political extremism and its influence on contemporary social and political dialogue  

Programme: Horizon Europe Framework Programme (HORIZON)

Topic ID: HORIZON-CL2-2022-DEMOCRACY-01-05 

Budget: € 3,000,000

Description: In line with the EU biodiversity strategy, a successful proposal will develop knowledge and tools to understand the role of transformative change for biodiversity policy making, finance, and business leaders, address the indirect drivers of biodiversity loss, and initiate, accelerate, and upscale biodiversity-relevant transformative changes in our society.

The projects should address all of the following outcomes:

  • Inform approaches tackling biodiversity loss and implementing nature-based solutions that consider how behavior, lifestyles, religious, societal, and cultural values shape the choices of producers and consumers, institutions, and their policy decisions.
  • The motives behind broad societal changes and transitions are taken up in the design of relevant policies, communication and engagement campaigns, and other actions.
  • Leverage points in those sectors with the greatest impact on biodiversity are addressed, as the role of decisive actors (civil society, education institutions, policymakers, financing and business leaders, retailers) and their inter-sectoral consultation is known. This includes human rights and due diligence across economic value chains, as well as the role of employment patterns for a just transition.
  • The understanding of the biodiversity inter-dependencies of the SDGs has improved; IPBES and IPCC are strengthened by the contribution of European research and innovation. Approaches, tools, and knowledge influence policies at the adequate level on transformative change for biodiversity – the key elements for this change are delivered by the portfolio of cooperating projects (of which these projects form part).

4.  Understanding the role of behaviour, gender specifics, lifestyle, religious and cultural values, and addressing the role of enabling players (civil society, policy makers, financing and business leaders, retailers) in decision making

5.  Promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law and fundamental rights breaches

Description: The objective of this Call for proposals is to promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law, and fundamental rights breaches.

This call will protect, promote and raise awareness of rights by providing financial support to civil society organizations that are active at a local, regional, national and transnational level in promoting and cultivating those rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to the construction of a more democratic Union, democratic dialogue, transparency, and good governance.

The EU policy initiatives supported under this call are the following: European democracy action plan, Rule of law report, Strategy to strengthen the application of the Charter of Fundamental Rights in the EU.
